Allegations:

Madden was living in Calumet City and employed as a security guard when his 9mm handgun was stolen. He filed a police report with the Calumet City police department and later purchased a .38 revolver as replacement. A month later, an individual stole the revolver, and Madden filed another report. Madden purchased a third gun, a 9mm pistol, and moved to Chicago. Two months later, CPD recovered the first 9mm gun. Despite having documentation showing that Madden had a valid FOID card and had reported the two guns stolen, officers McWilliams, O'Driscoll and other police officers arrested Madden at his parents' house. They brought him to his apartment, which they searched without his consent. The officers seized the replacement 9mm handgun and took Madden to the station. McWilliams questioned Madden about running guns to gangs, but ultimately only charged him with possession of cannabis, claiming officers had found 2.5 grams of marijuana when they searched his apartment. That charge was dropped when the officers failed to appear in court. CPD never returned the stolen 9mm handgun they had recovered or the gun McWilliams and O'Driscoll seized from the apartment. Madden lost his security guard job because of the arrest and marijuana charge.
