Allegations:
Salgado was celebrating his birthday at a bar on West Weed Street. As he was leaving, he noticed several officers standing outside, including Garcia and Maxwell. As he walked away from the bar, Salgado made remarks about the bar and the police. In response, Garcia ran up behind Salgado and shoved him in the back, causing him to fall face first onto the pavement. The impact of the fall fractured Salgado's nose, loosened his front teeth and gave him a three-inch gash above his right eye, among other cuts to his face and head. He was taken to the hospital, where he was treated for some of his injuries, then handcuffed and taken to a police station lockup. He was charged with aggravated assault to a police officer. The charge was later dismissed.
