Allegations:
Colyer was a passenger in his friend's car when Officers Mosqueda and Sierra pulled over the vehicle. The officers ordered the men to get out of the car and put their hands up. As Colyer and his friend complied, Mosqueda and Sierra opened fire, shooting nearly 20 rounds at the men. Colyer's friend died at the scene. Colyer suffered injuries to his hand that required sutures. Mosqueda and Sierra pressured Colyer to sign a statement in their favor, threatening to charge him with his friend's murder if he refused. Worried the officers would follow through on their threat, Colyer signed the statement and was released without being arrested.
