Allegations:

Ralph Hayse and his son, Ralph Hayse Jr., were at home with their family and the elder Hayse's 6-month-old puppy when several neighborhood teenagers assaulted Ralph Jr.'s sister in the front yard. His mother called 911 and Sgt. Williams and Officers Ross and Carter arrived at the scene. The officers separated the teenagers from Ralph Jr.'s sister. At the same time, the officers arrested Ralph Jr. Williams then tried to enter the Hayes residence without the family's permission. The family warned Williams that the puppy was inside the house and would run outside if the door was opened. Williams ignored the warnings and opened the front door. The family dog ran out of the house and walked into the front yard towards Ralph Jr. Ross shot the dog, who returned to the house and died on the kitchen floor. Ralph Jr. was charged with aggravated assault of a peace officer and resisting arrest. The charges were later dismissed.
