Case 12-CV-2665

$162,545

EXCESSIVE FORCE

Traffic stop Destroy/conceal/fabricate evidence Strip search Excessive force False arrest or report Physical force Taser Other charges filed

Plaintiff: Jamil C. Grayer

Incident date: 04/11/2011

Location: 4459 W. Palmer St.

Allegations:

Grayer was driving when Officers Delaney, Cerda and Corona pulled him over. The officers pulled Grayer out of his car through the driver's side window, beat him and shocked him with a Taser gun. Additional officers arrived at the scene and assisted Delaney, Cerda and Corona in handcuffing and strip-searching Grayer by pulling down his pants while he was on the ground. While Grayer was handcuffed on the ground with his pants pulled down, Cerda fired the Taser gun onto his bare buttocks, while laughing and joking with the other officers. Then Cerda pushed the Taser barb into Grayer's buttocks with his boot while Grayer was still handcuffed and on the ground. Grayer was taken to the hospital to remove the Taser barb. Delaney, Corona and Cerda falsified police reports and filed false charges against Grayer. He was later found not guilty of all of these charges.
