Allegations:
Bishop was working at a bar when several officers arrived and told everyone to leave because of an argument that broke out between patrons. Bishop told officers he worked at the bar and needed to close it and get his coat. Officers Clay and Smith responded by using a Taser on Bishop. He pulled the taser wires out of his body and went into the men's room. Before coming out, he told officers he was coming out peacefully and not to tase him. He was tased by Officer Warren. the officers grabbed him and threw him to the floor, where they kicked him numerous times. Bishop heard a supervisor yelling at them to stop. The officers drove Bishop to a police station where a supervisor threatened him with felony charges if he asked for medical treatment and didn't clean the blood off his face. Bishop complied and was charged with several misdemeanors, including assault. He filed a complaint with the Independent Police Review Authority. The charges against Bishop were later dismissed.
