Allegations:

Ruiz, Czarnik and 10 other officers forced their way into Clairborne's home to execute a search warrant. The warrant called for a search of an adjacent home. The addresses for each residence are visible and clearly marked to show two separate and distinct residences with separate entrances. After forcing their way into the home, the officers pointed their weapons at Clairborne. One officer screamed at Clairborne, ordered him to the ground, shoved him and held him to the ground as the other officers entered the home. Clairborne, who was 56 and ill, was handcuffed while on the floor for approximately 10 minutes. Afterward, Clairborne was grabbed from the floor and placed in a chair. He informed the officers that they must have the wrong home. Eventually, one of the officers walked out, came back and spoke to the sergeant at the scene. The officers left Clairborne's home and went to the correct home next door. They left Clairborne's home a mess, and never found any evidence of criminal activity during their search.
