Allegations:
Anderson was at home with his girlfriend when several police officers, including Landrum, McEnerney and Kinnison, arrived in response to a call from her. Upset and intoxicated, she wanted a police escort out of the home. In her call, the girlfriend said that there were guns in the house. But when police arrived, she admitted that the guns belonged to the family and were locked up. Ignoring her, Landrum handcuffed Anderson, shot his dog three times. Kinnison pushed Anderson down a flight of stairs, fracturing his shinbone. Police charged Anderson with domestic battery and unlawful use of a weapon, and they allowed Anderson's girlfriend to drive home even though she was intoxicated. Anderson was later acquitted of both charges.
