Allegations:
Morjal was driving home when Officer Proano, who was off duty, began following him. When Morjal arrived home, Officer Proano tried to start a fight with Morjal about his driving and pulled out a gun, pointed it at Morjal, and threatened to shoot him. Morjal called 9-1-1 and followed Officer Proano as he drove away, telling the 9-1-1 dispatcher which way they were going. Meanwhile, Officer Proano also called 9-1-1 and reported that he was an off-duty police officer and had gotten involved in a traffic altercation. Morjal gave Officer Proano's license plate number to the dispatcher and stopped following him, but Officer Proano then began following Morjal. Officers Bone, Mullany and Piccolo arrived as Proano and Morjal were stopped at a stop light. The officers got out of their cars, pointed their guns at Morjal, and cursed at him. Morjal was searched, arrested and taken back to a police station, where he was charged with aggravated assault of a police officer. After several months, the charges were dismissed.
