Allegations:

Torres was walking toward a restaurant on West 51st Street around 10:30 p.m. when Officers Perez and Bocardo, in plainclothes, stopped their car at the corner. Officer Bocardo pulled out a handgun and pointed it at Torres, who saw the gun and quickly entered the restaurant. Officer Perez went in after Torres and detained him near the restaurant's northeast door. Perez and another officer found two guns outside a door on the northwest side of the restaurant and proceeded to arrest Torres on suspicion of aggravated unlawful use of a weapon. Torres was later charged with four counts of aggravated unlawful use of a weapon. At trial, a judge dismissed the charges.
