Allegations:
Urbanski was urinating in an alley near West 48th Street and South Harding Avenue when the officers, who were part of a plainclothes tactical team, approached him in their squad car. He told them that he was coming home from a bar. Officer Slider conducted a pat down and found Urbanski's wallet and several folder pieces of paper. They arrested him for public urination and brought him to the 8th District police station. When the officers inventoried his wallet and other items, they contended that one of the pieces of paper contained a white powdered substance and was folded in a way that was consistent with paper intended to hide illegal narcotics. They charged Urbanski with possession of heroin and defecating on public property. The powder later tested negative for heroin and the possession charge was dropped.
