Allegations:
Mosley was walking into a store to buy items for his daughter when Officers Legenza and Looney approached him in a police vehicle. The officers blocked Mosley from entering the store and grabbed him, then slammed him to the ground. Officer Looney stepped on the back of Mosley's head, pressing his face into the gravel, and Officer Legenza formed a chokehold around his neck. Because of the rough gravel surface, Legenza scratched the knuckles of his right hand after putting Mosley in a chokehold. The officers used Legenza's scratches as evidence to charge Mosley with aggravated battery to a police officer, and took him to the station to file a report that said he had bitten Legenza. A judge set a bond of $15,000 and Mosley was detained for 29 days.
