Allegations:

Officers Deferville and Diaz arrested Sullivan without probable cause and brought him to the 25th District police station, where he was handcuffed to a wall for an hour and a half. Deferville entered the room and, when Sullivan asked what he had been arrested for, told him he had an outstanding warrant for a ticket issued in DuPage County in 1997. When Sullivan protested, saying that Chicago Police had no reason to arrest him on that warrant and demanding that Deferville get a shift commander, Deferville pushed Sullivan's head against the wall, hit him in the mouth, and kicked him while he was handcuffed and on the floor. Deferville continued to choke him while he was on the floor. Deferville and other officers then stripped Sullivan naked and put him in a holding cell. Sullivan repeatedly asked for medical attention, but other unknown officers refused. Sullivan was finally taken to Resurrection Hospital late in the evening the next day.
