Allegations:
Johnson and Yarbor, both African-American, were sitting in a parked car in Lincoln Park when officers Musgraves and Gomez drove up to them in an unmarked car. The officers asked the two what they were doing. Johnson said she lived a block away, but Officer Gomez accused her of lying. The officers ordered them out of the car. Officer Musgraves searched Johnson and her purse, and took her driver's license. Officer Gomez handcuffed Yarbor, searched his pockets, and took his ID. The officers told them that they "looked suspicious" and accused them of having criminal intentions. They both took turns searching Yarbor's car. Johnson, a Navy veteran, questioned the officers' actions and accused the officers of violating their constitutional rights. The officers detained them for 45 minutes to an hour and gave Yarbor two tickets. Officer Musgraves' final words were that Johnson and Yarbor should have their "s**t" together before they decide to be critical of the police.
