Allegations:

Rosario was driving when Officers Lopez, Magallon, Bala and O'Brien, out of uniform and traveling in unmarked squad cars, pulled her over. Officers had no legal justification for stopping her. After being stopped, Rosario and her vehicle were searched. Officer Magallon inappropriately fondled Rosario's body while he searched her. Officers then took Rosario to the police station. While there a female police officer strip searched Rosario, who was menstruating at the time and had to remove a tampon. Officers Magallon and Lopez also hit Rosario's face, upper arms and right knee while she was in custody. Officers Magallon, Lopez, Bala and O'Brien charged Rosario with possession of cocaine with intent to deliver and impounded her vehicle. The charge was later dismissed.
