Allegations:
Scott was a passenger in a friend's car near West 109th Street and South Vincennes Avenue on the South Side when Officers Molda, Laurenzana and Wilson pulled them over for a missing license plate. The officers ordered Scott and her companions out of the car and handcuffed them. Scott's handcuffs were too tight behind her back, so she asked one of the officers to loosen them. She also complained about the excessive treatment. The officers became angry with Scott and began to verbally and physically accost her, calling her derogatory names, grabbing her, pushing her around and shoving her against the side of the squad car. Laurenzana wrenched Scott's arms behind her back, and Scott felt her left wrist snap. She cried out in pain and told the officer she thought he had just broken her arm. Her pleas were ignored, and she was pushed into the rear of the squad car, her hands still cuffed behind her back. On the way to a police station, Scott cried out again because of the pain in her wrist. At the station, she had an asthma attack. Only then, when she was unable to breathe, did an officer call paramedics, who took her to the hospital. Scott was treated for her asthma and a fractured left wrist. After treatment, she was released back into police custody.
