Allegations:
Caldwell had been remodeling a kitchen and was parked in his car. Officer Brown approached Caldwell and told him he had no business in the area and asked for his identification. Caldwell explained he was working in the area and gave officers his license and insurance. Officer Brown told Caldwell to "cuff up." Caldwell asked why he was being told to do this. Officer Brown responded by using a Taser on Caldwell. Officer Brown then told Officer Herrera to spray Caldwell with mace, which he did. Officers then threw Caldwell to the ground and hit him in the head with handcuffs while sticking their knees into his back. Caldwell told officers he couldn't breath and needed medical help. Officers took Caldwell to a police station instead. Later Caldwell was treated at a hospital for broken ribs, a sprain on his right wrist and bruises all over his body.
