Allegations:
Wallace had just arrived at a friend's home in the Greater Grand Crossing neighborhood, when he noticed a squad car heading down the street. After he rang his friend's doorbell, Wallace saw the squad car make a U-turn and head back toward the house. The car stopped in front of his friend's house, and more than one officer exited and approached Wallace. As Wallace walked to the side of the house, one of the officers shouted, “Hey you! Stop! Get down!” The officers swung Wallace to the ground, causing him to strike his head against the fence. Wallace tried to run away, but an officer pointed a gun at him and forced him back to the ground. One of the officers accused Wallace of having illegal drugs and attempted to place a plastic bag of drugs on him. Wallace begged the officers not to place the drugs on him. The officers continued to kick him, crushing his left wrist and threatened to shoot him. The officers suddenly left the scene. Wallace went to the hospital to be treated for his injuries, including 12 stitches in his head and damage to his left rib cage, left wrist and thumb.
