Allegations:
Clay was at home one night when his doorbell rang. While answering the door he noticed a car double parked facing the wrong direction on his one-way street. The person on the other side of the door said he was a police officer. Clay invited him in because it was cold. The officer then questioned Clay about his vehicle and told him he “didn't have proper plates.” Clay asked why the plates were wrong, but did not get a clear answer. The officer continued to argue with Clay in his home. Clay then felt shortness of breath and chest pains. He called 911 twice to get medical attention and reported the officer's behavior, but no one came. A friend took Clay to the hospital. Officers returned and gave Clay two citations. Clay's vehicle was towed and impounded. Clay tried to pick up the car and was told the VIN number could not be found. Clay returned to the police pound again and was again denied access to the vehicle. Despite paying the citations, Clay never received his vehicle.
