Allegations:
Johnson and a friend had just come from a liquor store when officers drove up in an unmarked squad car, stopped Johnson from getting into his car and began searching it. The officers didn't find anything illegal, but arrested Johnson and took him to a police station, where they filed a report claiming that Johnson had been drinking alcohol in public. Officers put Johnson and his friend in the “bull pen” lockup and forced him to smoke cigarettes and drink several cups of alcohol. Johnson became sick and vomited on the cell's toilet and floor, but officers refused to help him and forced him to clean up the vomit with torn pieces of his shirt. The officers threatened to file more charges against Johnson if he didn't clean up the cell.
