Allegations:
Marshall was driving his sedan early one morning when Officer Ruggiero stopped him and ordered him out of the car. When Marshall obeyed, Ruggiero put him in handcuffs and claimed Marshall had run a stop sign at an intersection. Ruggiero searched Marshall, and, upon finding money in Marshall's pocket, asked Marshall where he had gotten it. Marshall replied that he had worked for the Office of the Illinois Attorney General for 14 years. Ruggiero put Marshall in the backseat of his squad car and searched Marshall's car without finding any contraband. Returning to the police car, Ruggiero asked Marshall if he had ever been to jail. Marshall said no. Ruggiero called him a liar and wrote him a ticket for running a stop sign. Ruggiero removed Marshall's handcuffs and left the area. Marshall's ticket was later dismissed, and he filed a complaint with the Independent Police Review Authority.
