Allegations:
Officer Brown sought a search warrant for Horton's home in the Old Town neighborhood for a man who did not live there. Two days later, the man was in the courtyard of the building where Horton lived, yet officers from the Organized Crime Division and Gang Investigation Section waited until after he left, after 11 p.m., to enter Horton's apartment. Horton and her 5 grandchildren--all under the age of 10--were inside when unknown officers forced their way into the apartment without warning, wearing masks, holding shields and with their guns drawn. The children, terrified by the officers, hid under the table for 90 minutes while the officers detained Horton and searched the property. No criminal evidence was found.
