Johnson was in the process of being apprehended by police officers. As he stood next to a parked car with his hands in the air, a squad car struck him, fracturing both of his legs and ankles. While Johnson was on the ground, he was beat by one or more of the officers. Some time later, they handcuffed him and ordered him to get up and walk. Johnson told the officers he could not walk because of his injuries and requested medical assistance. The officers picked him up by his shoulders and forced him to walk. He was placed inside a police wagon and taken to a police station, where he was detained and later taken to a nearby hospital for treatment.
