Allegations:
Humphrey was standing in front of his home around 8:30 p.m., talking to a friend, when Officer Ramirez approached him and accused him of being a gang member. Humphrey identified himself as an off-duty police officer, but Ramirez handcuffed him while several other officers approached the scene. When they saw his police ID, they removed the handcuffs and called Sergeant Uding. After speaking with Uding, the officers falsely arrested Humphrey, handcuffing him again and taking him to a police station. Humphrey was not committing any crime during the incident.
