Allegations:
Rucker returned home from school to find his girlfriend and a neighbor engaged in a heated debate nearby. Rucker was walking away from the two to smoke a cigarette when Officers Blair and Bielema arrived in a squad car. Blair approached Rucker and told him to put his “f**king hands on the car” so Blair could search him. When Rucker asked why he would be searched, Blair slammed Rucker onto the hood of a parked car and punched him in the face. Bielema grabbed one of Rucker's arms and Blair grabbed the other, repeatedly slamming Rucker's body onto the hood of the car. Then they threw him face-first onto the pavement, causing his right knee to bleed. The officers took Rucker to a police station and then to a hospital, where he was treated for a broken thumb, a swollen hand and deep cuts on his knee. Bielema and Blair filed false reports charging Rucker with battery and resisting an officer, claiming Rucker had attacked Blair. Rucker was eventually found not guilty of all charges.
