Allegations:
Hale was driving his car when Officers Cooper and Holt and Sergeant Brown detained him. They approached Hale with guns drawn and told Hale to get out and go to the rear of his car. Hale complied, and the officers knocked him to the ground, kicked him and hit him with a baton. Hale asked to go to a hospital for his injuries, but the officers handcuffed him and searched the trunk of his car. They did not find anything illegal. They took Hale to a police station anyway, where two other officers agreed to take Hale to a hospital. After arriving at the hospital, however, the officers said the wait was too long. Hale did not receive any medical treatment. Cooper, Holt and Brown charged Hale with 10 criminal and traffic counts, including resisting an officer and assault with a weapon, despite the fact that Hale was unarmed. Two months later, the charges were stricken and Hale demanded a trial. About one month later, the charges were reinstated, but were terminated in Hale's favor three months later. As a result, Hale lost his job and was unable to find other employment.
