Allegations:
Russell Buckner was driving with his brother, Rashad Buckner, when a police car pulled up behind them and turned its lights on. Russell Buckner pulled over, and Officer Jung approached the driver's side window while Officer Schaller went to the passenger side. Jung asked for Russell Buckner's driver's license and proof of insurance as well as Rashad Buckner's identification. The brothers complied, and Russell Buckner asked Jung why he was being pulled over. Jung replied that the car had a broken tail light, and demanded Russell Buckner get out of the car. Russell Buckner asked why, and Jung became angry and said he would force Russell Buckner to get out. Russell Buckner was afraid of what Jung would do, and asked Jung to call a supervisor. Jung radioed for other officers to come to the scene, and then kicked the driver's side door and window. The brothers put their hands up in fear, and Jung grabbed Russell Buckner by his jacket and pulled him out of the car, dragging him onto the sidewalk and slamming him into the ground. Jung punched Russell Buckner, and Schaller kicked him. Jung stomped on Russell Buckner's face, kicked his feet and twisted his arms behind his back, putting him in handcuffs. The brothers were taken to a police station, where Russell Buckner was falsely charged with aggravated assault to an officer, resisting arrest, marijuana possession, failure to carry a driver's license and driving without a tail light. Rashad Buckner was falsely charged with resisting arrest. The officers seized Rashad Buckner's cell phone, earrings, Social Security card and driver's license; he never got them back. All charges against the brothers were dismissed about a month later.
