Allegations:
Holmes was stopped at a stop sign when Officer Acosta approached his vehicle and offered to engage in sexual conduct in exchange for money. Holmes denied her request and drove away. An unmarked police vehicle blocked Holmes' car and one of the officers ordered Holmes out of his own vehicle and arrested him. Another officer searched Holmes and his vehicle, which was towed and impounded. The officers detained Holmes at the police station for several hours before he was released, and he had to pay $1,170 to retrieve his car. The city made public information about Holmes' arrest, which included his photo, and wrongly accused him of patronizing a prostitute. The damaging information led to Holmes' suspension from work and lengthy court proceedings with the city.
