Allegations:
Hoskins was sitting on the front porch of his West Englewood home when Officers Sopcak and Dehaan approached him and ordered him to leave the porch. The officers searched Hoskins and the area around and found no illegal substances. While running a name search on Hoskins, the officers found that he was on parole. They handcuffed him and placed him in the back of the squad car. He was taken to a police station where he complained about police misconduct and the arrest. At the time, Hoskins had $289, which was taken from him, inventoried and marked “hold for investigation and/or evidence.” While Hoskins was handcuffed to the wall, Sopcak and Dehaan shocked him with a Taser multiple times. Soon after, he was taken to the hospital and released two days later. He was not charged with a criminal offense. Hoskins returned to the station to retrieve his money. An officer informed him that the money was still under investigation and could not be returned. Within two or three days of the arrest, the money was deposited in a City of Chicago bank account and not returned to Hoskins.
