Allegations:
Jerome McNeal was in his third-floor apartment in the South Shore neighborhood with his minor son, J.M., and his wife, Donetta, when officers entered without a search warrant. J.M., who suffers from asthma, was receiving a breathing treatment from a nebulizer machine. Jerome McNeal asked the officers to show him a warrant. Barroso and one or more other officers threw him to the ground, stomped on his left knee and struck him on the left side of this head with a blunt object. He was placed in handcuffs and taken to the apartment's back porch. By then, officers had taken J.M. off the nebulizer machine and forced the minor, who was in his underwear and T-shirt, to go outside, where he was handcuffed to his mother. While Jerome McNeal, his son and wife were handcuffed on the rear porch, officers searched the apartment without permission. Donetta McNeal told the officers that this was illegal and that she would call the Office of Professional Standards (OPS). Barroso responded, “You think we give a f**k about OPS? Keep talking and we'll lock your f**king ass up.” Jerome McNeal was transported to a police station and charged with a felony offense of unlawful use of a weapon.
