While driving a semi-tractor trailer, Donald Wells rammed into the CTA station at Cermak Road and 22nd Street and was seriously injured. Police arrested Wells, who was 64 at the time, while he was still at the hospital and later took him to a police station. Wells stayed there for more than 48 hours, sleeping on a cold concrete floor and showing visible signs of illness from his injuries. He had difficulty standing and walking, moaned in pain, was disoriented, talked incoherently, was unable to answer questions, defecated and urinated on himself and did not eat or drink. Officers refused to provide medical attention for Wells, even though relatives and at least one attorney phoned police and pleaded for him to be returned to the hospital. When he was released, Wells was rushed via ambulance to a hospital for emergency treatment. He remained hospitalized for six weeks, then died.
