Allegations:

Williams was riding his bike when Officers Rubald, Corcoran and Leck struck him in the head with a baton, causing him to bleed. The officers arrested Williams without any legal basis and continued to beat him on his face and body. The officers told Williams to “shut his black ass up” and referred to Williams, who is blind in one eye, as “Mr. Cataract.” The officers took Williams to a police station, where Williams was denied medical treatment even though the lockup keeper refused to jail Williams with his injuries. The officers, members of the now-defunct Special Operations Section, put Williams in jail anyway for possession of cocaine and resisting arrest. The case against Williams was eventually dismissed.
