Allegations:

Rios was in front of his McKinley Park home with his two minor children when Officers Kelly and Weber confronted him. Without any cause, the officers grabbed Rios, slammed him into a wall, threw him onto the concrete sidewalk and kicked him while he was handcuffed. The officers pointed a gun at Rios, who was bleeding from his injuries. His two minor children witnessed the assault. At the police station, the officers continued to kick Rios. He was charged with battery on a police officer, resisting arrest and drinking on the public way. The charges were later dismissed.
