Allegations:
Collette Stamps was at home with her boyfriend, Walter Hopkins; her 13-year-old daughter N.S.; 7-year-old son A.S., and 6-year-old daughter J.L. The family lived on the third floor of a 12-unit building, with three other units on their floor. The previous day, an informant told Officer Honda a man was dealing drugs from a third-floor unit in the Stamps' building. The family was eating dinner when they heard two loud bangs at their front door. Before they could respond, several plainclothes police officers broke down the door and stormed inside the apartment with their guns drawn. The officers screamed obscenities at the family and told them to get on the ground. Hopkins obeyed, and an officer handcuffed him and put a gun to his head. Collette Stamps and her children ran to a nearby bedroom. After some time, the officers informed the family they had raided the wrong apartment and apologized.
