Allegations:
Morales was driving his car in the Hermosa neighborhood when he was stopped by Officer Haleas who was on patrol. Morales was following all traffic laws at the time of him being stopped. After he stopped, the officer accused him of being drunk even though he had not been drinking. Morales only understood Spanish and does not speak English. Officer Haleas spoke to him in English and took him into custody. He charged Morales with disobeying a signal, failure to stay in the lanes and DUI. While the case was pending in court, it was made public that Officer Haleas had a history of not following proper procedures during DUI arrests. He would make false reports and falsely imprison citizens. All DUI cases involving Officer Haleas were dismissed, including the case for Morales. Officer Haleas was eventually disciplined. Due to his arrest, Morales had his driver's license suspended and he was laid off from his job.
