Allegations:
Goins was driving on Central Park Avenue in the East Garfield Park neighborhood when Officers Philbin and Nikolakakis pulled him over. Although they had stopped Goins for a minor traffic violation, the officers arrested him on suspicion of driving under the influence and driving on a suspended license. Goins was transferred to a police station and placed in a cell. Daniels, a detention aide at the station, ordered Goins to step out of his cell. Daniels and Officers Rizzo and Mielcarz then assaulted Goins. During the attack, Officer Rizzo covered Goins' nose and mouth so he was unable to breathe. Goins was charged with aggravated battery and assault. The charges were dismissed seven years later.
