Allegations:
Lopez was driving north on Kedzie Avenue around 11:30 p.m. when Officer Solis, who was off duty and driving his personal car, began following him at a high speed. After Solis had chased Lopez for some time, Lopez pulled over into an alley. Several other police officers soon arrived in two marked police cars. Lopez was unarmed and seated inside his vehicle when Solis and Officers Wurm, Rovanno and Pacelli shot him 16 times, killing him. Nine bullets entered Lopez's back, three entered his neck, two entered his head, one entered his right arm and one entered his heart. Officer Marino, who was also at the scene, did nothing to intervene. Officers Hayes, Epplen, O'Brien, Halloran, Lyons, Morris and Querfurth, who were assigned to investigate the shooting, disregarded physical evidence and inconsistent statements made by Wurm, Rovanno, Solis, Marino and Pacelli. In addition, the officers planted tire impressions on Rovanno's pants to claim the shooting was justified because Lopez had run over Rovanno's leg. However, it was determined that the tire marks did not match those of Lopez's tires, and there was no leg in the pants at the time when the tire marks were made.
