Allegations:
Flood was driving near 72nd Street and South Western Avenue when Officer Carey tried to run him off the road with his vehicle. Officer Carey continued to chase Flood in his car for over 20 miles, pointing his service weapon at him without any legal justification. Flood called 911, explained what was happening and the operator transferred him to Illinois State Police (ISP) because he was on the expressway at the time. An ISP employee told Flood to exit the expressway at Lawrence Avenue and drive to a police station. Flood exited the expressway, saw a parked Chicago police wagon parked on Logan Boulevard while on his way to the station and decided to pull up to it. Flood got out of the car and told the uniformed officers he was being chased by a violent man with a gun. Officer Carey then arrived on the scene and exited his vehicle with his handgun drawn. The other officers then pointed their guns at Flood and handcuffed him. Officer Carey and the unidentified officers searched Flood and his vehicle without a warrant or probable cause. Officers took Flood to a police station for interrogation, handcuffing him to rail in the building. No charges were filed against Flood. Officer Carey was later charged with DUI and aggravated assault with a handgun.
