Allegations:
Officers used their police powers to rob people of money and controlled substances for the officers' personal profit. From January 2004 to January 2005, officers repeatedly entered the plaintiffs' home without legal justification. Officers handcuffed the plaintiffs, threw them to the ground and demanded money from them. During these home invasions officers would threaten the plaintiffs with arrest and drug charges if they didn't give money to Officer Flagg. As part of their extortion schemes officers arrested Larry Wilkins on Aug. 6, 2004 without any legal justification, planted cocaine on him, and charged him with possession of cocaine and gun charges. The charges were later dismissed. Officers would regularly threaten the plaintiffs with arrest if they alerted authorities to the officers' misconduct. Officer Flagg planned home invasions and vehicle stops around times he knew the plaintiffs would have social security checks or checks from salaried employment with them. And in 2004, from July to December, officers attempted to steal at least ten kilograms of cocaine and at least $60,000 through fake drug stings set up using their police powers. Officers later pleaded or were found guilty of their misconduct and racketeering activities.
